Project Overview:
Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy.
Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~225 Terajoules per day.
Woodside Energy has selected Bechtel to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2.
Woodside Energy is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.
What you bring:
Assist with the development of Rescue Plans for all high risk work areas, to ensure that effective response in the event of an emergency.
Develop and conduct training programs in height and rope rescue, basic fire response and situations as required for the Pluto Train 2 Auxiliary Emergency Response Team.
Ensure that competency standards are maintained within the Pluto 2 Emergency Response Team by developing and maintaining the competency matrices.
Develop maintenance inspection programs incorporating registers for basic first attack firefighting equipment. Ensure all operational fire and rescue equipment is inspected and records maintained.
Contribute to site wide risk assessment studies and react proactively to areas of high risk with regards to areas of responsibilities.
Respond to and coordinate any emergency situation requiring the turn out of the ERT members.
Periodically review the Pluto Train 2 Emergency Response and Preparedness Plan, Bechtel Core Processes and relevant policies & procedures.
Coordinate with the Pluto Operations Emergency Response team with drills and cyclone management.
Provides safety technical support and assistance to projects and coordinates safety requirements and formulation of risk reduction measures with project-assigned safety personnel, engineering, construction and onsite HSE representatives during construction.
Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project's HSE plan.
Participating in meetings with customer, project team members, and subcontractors to advise them of safety and health requirements that may affect project design, schedule, and cost.
Working with construction personnel to develop risk assessments, JHA’s and project specific mitigation plans, safety and health awareness training programs, and technical and regulatory reports.
Other duties assigned by the HSE Manager to provide compliance support to the HSE Management Plan and Processes
About you:
Thorough knowledge of technical rescue, emergency response strategies and Incident Command
Ability to develop and deliver fire and height rescue training packages.
A sound awareness of operational safety issues and an excellent personal safety record.
High level competency in personal computer applications including Excel, Access & Project
Knowledge in the field of risk assessment and risk management
Thorough knowledge of incident investigation practices to identify causes and remedial actions.
Knowledge of safety procedures, engineering systems, principles, and methodologies.
Knowledge of national and international safety laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimising potential safety risks during project execution.
Knowledge of engineering and construction systems, methods, and work processes.
Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
Experience in safety inspections/assessments during construction.
Knowledge of hazardous materials, physical risk exposures and Personal Protective Equipment standards.
Prior practical work experience in office settings (e.g., managing safety and health programs, budgets and staff) and field locations (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
Degree or Gradate Diploma in Occupational Health and Safety or related science/engineering area preferred
Diverse experience in HSE role
Previous refinery/chemical/LNG plant construction HSE experience is preferred
Working knowledge of safe work practices and experience in conducting accident investigations, compliance audits and project health surveys is preferred
Emergency Response qualifications, i.e. confined space, vertical rescue and fire
Certificate IV in Assessment and Workplace Training
ICAM or TapRoot Certificate
Work at Height, Confined Space Entry, Hazardous Goods Management, First Aid certifications
Additional Information
This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).
The Pluto Train 2 Project is a Major Hazard Facility meaning this is a non-smoking site and no tobacco products – i.e. cigarettes, vapes, lighters, tobacco - are permitted to be brought to the site.
This position is available to both local and non-local personnel. For non-locals (FIFO/DIDO), the working roster is 3/1.
