The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections:

Information Management SectionNuclear Security of Materials Outside of Regulatory Control SectionNuclear Security of Materials and Facilities SectionProgramme Development and International Cooperation Section
The Information Management Section (INMA) is responsible for the establishment and maintenance of the mechanisms required to collect, collate and analyse nuclear security related information required for the effective implementation of activities to strengthen the international nuclear security framework. The Section is responsible for managing and maintaining the Incident and Trafficking Database and related information, as well as the system to develop and coordinate the implementation of Integrated Nuclear Security Support Plans. For this purpose, it liaises with other international organizations and Member States to enhance cooperation in and increase the outreach of nuclear security information. The Section is also responsible for managing and maintaining the information technology systems necessary for implementing the work of the Division and providing for information exchange through internal and external information portals. Additionally, the Section is responsible for managing and implementing the programme of activities for raising States' awareness of the threat of cyber-attacks, and their potential impact on nuclear security. The Section is also responsible for implementing arrangements to maintain the confidentiality of sensitive information.

Main Purpose

Under the supervision of the INMA Section Head, the Consultant – Software Developer will provide technical expertise with regards to the upgrade of the Nuclear Security Information Portal (NUSEC) to the latest version of the DNN (formerly DotNetNuke) platform. The NUSEC portal is non-public platform for secure exchange of information between the IAEA, its Member States and IAEA partners in the area of Nuclear Security. The consultant will work on identifying custom built modules that are not compatible with the latest version of the DNN platform and identify which modules can be replaced by alternative 3rd party modules and which will have to be modified so that they are compatible. Based on technical expertise, the consultant will need to also suggest a path forward for modifying some of the existing custom-built modules not to rely on ASP.NET WebForms but instead to use more modern approaches for web applications development.

Functions / Key Results Expected

Analyse and identify all modules used in the NUSEC portal that do not conform to the latest version of DNN portal.
Provide technical expertise to decide which modules can be replaced by custom 3rd party solutions and which need to be upgraded.
Modify the custom-built modules to conform to the APIs from the latest version of DNN.
Modify the existing UI related components for use with the latest version of DNN.
Provide technical input to the upgrade of the portal with minimum downtime and assist with verification/testing activities of the upgraded portal.
Enhance existing training materials for the usage of the portal.

Qualifications and Experience

University degree in computer science/information management.
Minimum of five years of relevant working experience.
Extensive practical experience in information systems management and technologies.
Programming experience with ASP.NET (C# and VB.NET) including WebForms, MVC and WebAPI.
Experience with HTML, CSS JavaScript is required. Experience with JavaScript frameworks like jQuery and Knockout.JS is an asset.
Experience with custom module development for the DNN platform is an asset.
Experience with design and maintenance of databases using SQL Server.
Certification in secure coding practices is an asset.
Demonstrated project management/project leadership experience.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
