Assessment and Distribution: This office focuses on our monitoring, meticulously gathering data, and crafting comprehensive informational briefs essential for our mission.
Prediction and Foresight: This office specializes in advanced forecasting, working with leading entities to evaluate potential risks and prepare for future conflicts through expert predictive analysis.
Engagement and Networks: This office is crucial in enhancing our capacity to proactively address risks through developing diplomatic channels and strategic alliances.
Research and Analysis: Serving as our knowledge hub, this office conducts comprehensive research and analysis, ensuring we are equipped with the latest insights and in-depth understanding.
Primary Role:
As a Senior Analyst within the Office for Research and Analysis, you will lead sophisticated research projects aimed at understanding and mitigating potential conflicts and international security issues. You will spearhead the development and execution of projects integrating diverse analytical techniques, such as satellite imagery analysis, trade data interpretation, and technical and policy analysis. Your expertise will enable you to uncover and interpret underlying trends, mechanisms, and the risk of escalation to significant armed conflicts, including nuclear threats and to lead the development of nuanced, actionable insights. By contributing to OEF’s comprehensive research and analysis efforts, you will play a vital role in our mission to prevent strategic conflicts, including those that could escalate to nuclear weapons use.

Salaried; Full-time; Contingent Upon Funding (contract through 30 September 2025; potential for renewal, based on funding)
Compensation:
We offer competitive compensation commensurate to the applicant’s skills and experience. The hiring range for this position is EUR 60,750 to 70,000 gross per year.
Applicants meeting the requirements below should expect to receive an offer at the lower level of the range. The higher range is reserved for exceptional candidates.
Location: Vienna, Austria
OEF Austria, a recognized International Non-Governmental Organization, welcomes applicants from across the world and can issue work permits to successful candidates regardless of their nationality and immigration status.
The office operates on a hybrid in-office/work-from-home model.
Travel: 15-20% internationally
Primary Responsibilities:
Research Project Leadership: Lead a large-scale analytical project from concept to completion, ensuring excellence in design, execution, financial and progress reporting and communication of findings, demonstrating superior project management skills and leading multidisciplinary teams toward achieving impactful insights.
Advanced Open-Source Analysis: Lead the collection, integration, and advanced analysis of data using sophisticated methodologies, such as satellite imagery analysis, trade data interpretation, and technical and policy analysis, to address complex research objectives.
Analytical Report Development: Direct the production of detailed analytical reports and data visualizations, ensuring they provide clear, insightful, and strategic analyses that are valuable to both internal decision-makers and external partners.
Communicate Findings: Articulate and communicate strategic insights to a wide range of stakeholders through high-level presentations, briefings, meetings, and interviews.
Further Research Identification: Identify areas that require further research and contribute to the ideation and creation of research proposals to address these knowledge gaps.
Mentorship and Team Development: Act as a mentor to junior project staff, sharing expertise and guiding skills development to build a stronger, more capable research project team.
Team Operations: Contribute to team efficiency by providing support with project team management and administrative tasks.
Collaborative Efforts: Work closely with other analysts, project leads, and external partners to ensure a synergistic approach to research and analysis, fostering teamwork and knowledge sharing.
Additional Responsibilities: Undertake further project duties, as requested.
Required Education, Knowledge, Skills and Competences:
Education: Advanced degree in a relevant field (i.e., political science, public policy, international relations, nuclear science & engineering, data science); additional relevant work experience will be considered in lieu of this requirement.
Experience: 7+ years of applicable experience, preferably in think-tank/NGO, or government/IO settings.
Analytical Skills: Background in qualitative or quantitative analysis of international security issues.
OSINT: Advanced proficiency in open-source information analysis techniques and tools.
Specialized Knowledge: Experience in analysing issues related to nuclear proliferation or radiological security.
International Security Analysis: Experience with analysing regional or international geopolitical developments; analysis of technical or security topics is preferred.
Communication Skills: Excellent English writing and oral communication skills.
Technical Proficiency: Excellent IT skills, including knowledge of Microsoft Office.
Project Management: Practical experience related to project and grant management including project execution and expenditure tracking and reporting; certification is desirable.
Interpersonal skills: Excellent ability to interact effectively with colleagues, stakeholders and partners.
Ethical Conduct: Deep commitment to upholding ethical standards and moral conduct in all professional endeavors.
Teamwork & Independence: Ability to work autonomously as well as part of a team.
Preferred Qualifications:
Open-Source Analysis Expertise: Experience in at least one specialized area of open-source analysis, including but not limited to:
Applying OSINT techniques to analyze issues of nuclear or radiological risks, proliferation, arms control, or disarmament.
Advanced satellite imagery (electro-optical, Synthetic Aperture Radar (SAR), multi-/hyperspectral) and geospatial data analysis, with a strong foundation in relevant processing software and techniques.
Analysing and countering disinformation through open-source intelligence, employing critical analysis to identify and mitigate the spread of false information.
Technical & Data Management Skills: Proficiency in programming languages like Python, Java, R, and others useful for data analysis and automation. Knowledge of AI/ML technologies or Large Language Models (LLMs), demonstrating the ability to harness these tools for analytical purposes, is also desirable. Skills in information management and database design, facilitating effective organization and analysis of data, are considered a significant plus.
Language Skills: Proficiency in an additional official UN language (Arabic, Chinese, French, Russian, Spanish) or any other language pertinent to key areas of strategic conflict is desirable.
Global and Cultural Experience: Proven track record of effectively working across international boundaries and cultural contexts, employing culturally sensitive and appropriate approaches is desirable.
Physical Work Demands:
Able to travel internationally, as needed.
Able to sit at a computer for extended periods of time.
Able to bend at the waist and reach on a daily basis.
Able to lift and move up to 25 lbs (12 kg) regularly.
