The work of the consultant will ensure the Trade Facilitation Initiative section of the Global Crisis page on UNCTAD’s website (unctad.org) reflects the impact of the United Nation’s initiatives to reintegrate grain and fertilizers to the global markets.

Duties and Responsibilities
The position is located in the Communications and External Relations (CER), Office of the Secretary-General, United Nations Conference on Trade and Development. The consultant will report to the Trade Facilitation Initiative Coordinator and UNCTAD Chief of Communications, ensuring close coordination with the organization’s IT Support Services Unit. The consultant will be responsible for updating and maintaining the Trade Facilitation Initiative section of the Global Crisis page on UNCTAD’s website (unctad.org), with state-of-the-art tools that allow interactive and responsive graphs and charts, highlighting the results and impact of the United Nation’s initiatives to reintegrate grain and fertilizers to the global markets.

(S)he will work as part of a dynamic and fast-paced team, comprised of staff in the Office of the Secretary General of UNCTAD, and in the Communication and External Relations section. The Incumbent will co-operate closely with graphics designers and data specialists to ensure that UNCTAD’s branding is being followed, and that charts and graphics are clear, easy to understand, and created using UNCTAD standard tools. The incumbent will co-operate closely with UNCTAD IT staff, who maintain and enhance the Drupal content management system upon which unctad.org is based. (S)he will use standard Drupal authoring tools (LayoutBuilder) and modules available on UNCTAD’s Drupal instance. The incumbent will oversee enhancements to unctad.org as required for the Trade Facilitation Initiative pages and will test and validate releases prepared by UNCTAD’s IT section.

The incumbent is expected to be able to use HTML5 and CSS in authoring web pages, and to author interactive charts, maps and tables using Datawrapper or Highcharts. (S)he will also familiarize himself/herself with content types and blocks implemented in UNCTAD’s Drupal content management system and use them effectively to present information in a clear, concise, and user-friendly way.

The consultant will ensure the web section is responsive, visually appealing and user-friendly, working with colleagues in the Communications and External Relations Office to determine the information to be featured in the section and then to build the blocks, modules, content types and other tools, such as widgets, needed to present the data, graphs and other assets.The Incumbent is expected to be able to use HTML5 and CSS in authoring web pages, and to author interactive charts, maps and tables using Datawrapper or Highcharts. (S)he will also familiarize himself/herself with content types and blocks implemented in UNCTAD’s Drupal content management system and use them effectively to present information in a clear, concise, and user-friendly way.
Qualifications/special skills
The consultant must have extensive experience working on websites using the Drupal open source content managing system.

Academic Qualifications
First university degree in computer science, IT, engineering or related area.

Experience:

A minimum of 5 years of Drupal experience building web sites using built-in and contributed modules including production development of websites. The consultant should be up to date on the latest developments and versions.A minimum of 3 years of experience in user interface (UI) and user experience (UX) designKnowledge of PHP and associated libraries and tools is essential.Experience in development of both server side (Drupal/PHP) and client side (Javascript, XHTML, Bootstrap, CSS, etc.) software.Strong understanding of dynamic or active web content.3 years of experience in HTML5, CSS, and Bootstrap 3 and higher2 years of experience creating charts in tools such as Datawrapper or Highcharts/Highmaps (with Javascript).
Experience with the git distributed version control system; experience with deploying software on Microsoft Azure CI/CD pipelines and experience working as part of an Agile software development team using Scrum are desirable.
Languages
Language: Fluency in English is required. Knowledge of another UN official language is an advantage.
Additional Information
The consultant will carry out the following duties:

1.Improve the layout, structure and responsiveness of the Trade Facilitation Initiative section of the Global Crisis page on UNCTAD’s website (unctad.org), to optimize how it looks and functions on all devices.
2.Optimize the user experience, making the website easier to navigate and more intuitive.
3.Develop proof of concepts and prototypes for easy-to-navigate user interfaces of web pages with graphics, icons, and color schemes which match top industry standards.
4.Provide high-quality coding to fix existing bugs, enhance features for end users and optimize the site’s functionalities, like social media sharing.
5.Build new blocks, widgets, modules, layout options and content builders that can be easily used by content managers with less technical expertise.
6.Prototype and work directly with the web team to refine requirements.
7.Create powerful, feature-rich webpages.
8. Ensure new developments meet the website’s security requirements.
